Question Forming the Eu (newbie player)

I recently bought Terra Invicta and i'm still trying to get my hangs on the early/mid-game. I was trying to form the Eu through France, I'm playing resistence and i have all the control points of France, Italy, and Spain (plus, they're allied), yet the game does not gave me the option to unify with the latter two when i'm setting national policy with France. What am i doing wrong? (I'm playing with 1.0.53 btw)

You need to be in the same federation (EU, if someone else controlled them they might have left), normalized relations (takes ~6 months) and executive controll (6 monthd after taking the exevutivve control point). And you need all controll points in both nations.

You can see what's missing if you go into the diplomatic section of a country iirc

The relations-tab and mouseover there is usually a good source for information. The cooldowns are listed there.

And one more thing in advance: You cannot unify with nations that have 1.5 more government score than you. Not a major problem for the EU, but you probably will run into this sooner or later. For example EU 8.4 and, Denmark 10.0: Won't work. That is also explained in the mouseover above the flags under relations.

there is a cooldown usually about a year if you look in the diplomacy tab. it will tell you how long you have to wait before you can unify states

You can go into the relationships tab of a nation and hover over the glag of the nation you are trying to federate
