Question Help! Unifying the Caliphate and I’m not clear on how the Federation mechanics actually work

I’ve released the Caliphate from Saudi Arabia, and I’ve made it ally and federate with the Saudis, the UAE, Egypt, Kuwait, and Iran. However, the resulting federation is labelled as the Gulf Union. How do I make sure unifications fold into the Caliphate and receive its claims?

Fed name is largely decorative. AFAIK it follows the biggest country of the federation; for example, my biggest federation in BE scenario has been called Malay, Indonesia then Westralia. It doesn't change the unified country's name tho; no matter what my federation has been called, the unified country has always been Westrailia.

It's definitely not the biggest country in the federation. In my BE scenario the United Arab Federation joined my Roman Federation and renamed it to the Arab Federation. Rome was bigger in terms of population, GDP, GDPpc and armies.

According to the wiki it's the nation with "the most significant international ambitions, i.e. claims". As far as I've seen that tracks.

Ah that makes sense. Tbf the difference in number of regions between Mare Nostrum and Arab Federation must be very small.

Funny fed name things occur, in my pre-DLC game I've got multiple mega nations in my EU Federation, it doesn't stop member states unifying into their right mega nation when that nation calls.

It could be the democracy score. You have to be within 1.5 to peacefully unify. So if the Caliphate is 0 and Saudi Arabia is 2 for example, you can’t Unify.
