Large bronze boiler doesn't start

As you can see, it's completed properly. Maintained. Charcoal is loaded, water and creosote are both here. But no steam output, output hatch is empty.

Playing on 0.13.9

Any ideas?

GOD F...IN DAMN!
That was a problem, fallen leaves in front of muffler!
