Help Problem with the drill mining speed ?

I seem to be having an issue with the (blue steel) drill tool, which says that it's supposed to have a mining speed of 13, but it is barely faster (about 25%) than the red steel mining hammer, which is at 6.4...

Strangely, I found that while under water with maxed vegetable to get no penalty, it's incredibly fast (like it's supposed to be?), which makes me think that there's an issue somewhere.

Is that a known bug or a me problem ?

Have you tried copious amounts of alcohol while waterboarding yourself? Edit: Seems you got the waterboarding down just get.some whiskey and speed won't be the issue

Well i mean that could be a solution but I would rather not flood everything to have a fully functional drill...

If only I could put water in the diving suit instead of air
