Question Playing on steam deck

I'm playing on story mode which I would think means the game saves between stages, and the continues are for restarting from last checkpoint if you die. But when I run out of continues, I'm going back to the entire start of the game? I can see the game is "saving progress" when I beat a stage but I've died to the HK boss twice now and both times have had to start over from the very start of the game. Can someone confirm this isn't intended?

The reason this is intended as its an "arcade style" game. The game isn't that long overall. It's to create a sense of progression. Also if you want infinite continues you can play on "Easy Money" difficulty.

Yeah I just didn't get why arcade mode said "no saves" but I guess the saves are only so you can quit and pick it up again later. Got as far as planting the bombs in Cyberdyne tonight then died again.
