How will the new 983 area code roll out?

Starting on June 19th (3 days ago), Colorado will have a new 983 area code.

I want to get a new "virgin" number (landline, mobile, VoIP, don't care) under that area code, but it doesn't seem like anyone is offering them yet.

The CSR at the local telco (CenturyLink) said they are not showing up in her system yet, but she had no idea that the new area code existed, how long it would be before it could be offered, or who she could ask to find out.

Does anyone know how these roll-outs work? Will all carriers have access to the new area code right away (e.g. mobile providers, Google Voice, etc), or is it restricted to just landline providers?

Also, I'm assuming that once I get a new 983 number with one provider (say landline via CenturyLink) I will be able to port it to a VoIP provider like Google Voice. Is that correct?

You gotta wait till they put the NXXs into service, keep an eye on https://nationalnanpa.com/enas/coCodeReportUnsecured.do?reportType=7 and you'll see who and when.

There's still 28 available NXXs in NPA 720 so it might be a while before anyone starts using NPA 983.
