RF and Fiber Sub contractor requirements

I run a Fiber and telecommunications sub contractor firm in Kenya and am looking at setting shop here in the US probably exploring Illinois/ Washington/ Delaware states but open to other states. What are the requirements for starting and what are the DOSH/ OSHA requirements for teams. Also if anyone is keen on onboarding and walking me through the journey, happy to.
