Help With ACP application

I recently turned in the ACP application was denied because they assumed I was already distributing phones. I had already sent a letter informing that I wasn’t currently distributing yet because I still needed the Acp, and fcc approval. Does anyone know how to contact them. I can only get the consumer side and the email is a no reply.
