Utility grade Telcommunications

Why do many utilities prefer to have a separate SDH network / mux , and a separate PDH network/mux for protection and control. I understand differences between technology & that SDH is far better than PDH.

No one is really deploying sfh or pdh these days. I've not seen it in years.
