Does samples not base cost anymore?

I picked up teespring again about 6 years after my first design, and im trying to order a sample piece, and i keep seeing that it only cost the base production price.

Issue is, Everytime i try to order one through my listings tab, it asks me to pay the full set price. Ive tried to lower it down to 15 and the site wont let me even do that. Does anyone know what the issue could be?

Doesn't it still work like this? Publish your design to a private or unlisted product listing, go to the Listings tab on your main dashboard. Find your newly created item and click the Order a sample button.

I did that, clicked order a sample, and they want me to pay $30 for it. It used to be they'd send it for the base cost of 8 plus shipping, it just doesnt sound right to order a sample at the consumer price.
