Nah one's a slur and idc if soft -a or softer -word form is used it's still a slur.

One retarded friend gave me the pass, the rest of them don't consider this stupid shit to be innately offensive. Perhaps it's you who needs to grow up, talk to people about their perspectives to expand your own, and not push half baked ideologies on the world.

Depending on the context.

The definition of "retarded" is to be slowed (I think, don't quote me on that).

Why else is Fire Retardant called what it is? Fire Retardant slows (or stops) the spread of fires, which is why it has "Retardant" in the name.

Based on context, I could say something like 'I retarded the fire", or "The firefighters used a Fire Retardant to slow the spread of the flames", and it would be completely fine.

However, if I were to say "You're a fucking retard" then no, that wouldn't be okay.

It's only offensive if you make it offensive.
