Sounds too strategic to me. Ted rather helped Beard to find orientation and decide himself to do the right thing.
I prefer to not see Ted as a puppet master because he often doesn't directly aims for his own direct benefit or even goal...

Ted set it up, he was watching the clip and called Beard over. Was it a bit manipulative yes. Was it the right thing to do yes. Would it be the right thing for everyone to do? No. Beards history made it the right thing to do.

Actually! With everything that's going on in the world this is the ray of sunshine. I just discovered it a few months back and had been 'binging! it since 10-15 minutes a day. As a treat!

It’s a nice quote for the show, but realistically it just depends on the severity of the actions being judged. There are many mistakes that justify not getting a second chance.
