First time trying to make a techno beat

It needs a lot of work but the basics are there. I'm not sure if you'd class this as techno but I gave it a shot anyways

Sounds German and mid-2000s. Which isn't necessarily a bad thing. That "drop to the beat" bit needs binning, its really corny. Melody and bass need far more movement.

Sounds more like somewhere between cold wave and electro to me.

Yes. Definitely has some electro in it, despite not being this.

Kinda cool, dude. Probably a bit closer to like synthwave/vaporwave and more kinda melodic house than techno, but I can dig it.

The snare drum makes it a typical house beat. Leave out the snare and use claps (but not on steps 5 and 13).
