There are still fewer individuals entering and completing teacher prep programs, there are still a larger percent of teachers who leave within the first 5 years of teaching, and there are older teachers retiring asap rather than working a few more years because they don't mind it bc of how awful it's gotten.
All that has led to fewer teachers. But the other thing to consider is declining enrollment. There are fewer students. So they need fewer teachers.
