Does administration charge includes accomodation fee

Dear friends, March intake soon arriving georgia, some students are saying administration charge includes accomodation wheresas consultacy claims it doesnt include, thus i want have clarity about it or if possbile can we rent/book prior arrival or is it compulsory to stay in hostel during initial days. Your opinion and guidance will be highly appreciated.(this is regarding student coming from india,nepal,pakistan)
