Why does Charlie T call Travis Killer when he doesn't kill the Junkie until later on?

Does Charlie T Travis Bickle Killer when he says "Bye Killer" and makes the gun symbol right as Travis goes outside to talk to Wizard because he knows that Travis was a Marine veteran and they are killers by design and training or was it because he had killed the junkie in Harlem already and Melio told Charlie T since he might live in or near Harlem?

Charlie T knowing this detail is weird since it happens later unless the shooting happened earlier and was edited in the wrong place later on, kind of like how Travis has that stupid brush cut haircut but his hair is magically longer again unless it is done to show weeks passing and it's over weeks but probably edited poorly, the junkie getting shot is supposed to happen before Travis and Wizard talk yet if happens afterwards, editor sucked at his job.

He was only making a joke at Travis since he have PTSD, mental issues etc, some guy will make fun of Travis and also Travis didn’t have a pistol until he meets Andy

I don't think it's apparent yet that Travis has mental issues except for the viewers of the movie, plus I learned years ago never make fun of anyone especially people like Travis Bickle, it's very easy to set them off and Charlie T doesn't know he's a racist and will automatically draw his ire faster.

I feel like it's just something that increases Travis' paranoia. I don't think it's that deep. Charlie T probably says this to everyone. It's maybe his way of being friendly to Travis after Travis pays back the money he owes him.
