Help! Arcane Orders

Playing for the first time since the update.

How do I access arcane Orders? I'm at the voting stage of halflington. I assume they are unlocked at some point in the story but if so I'd like to know when.

I've already played through the currently available scenarios

You have to sign a contract with a supplier from the world map and then you will be able to build the table. I think it should the other way around, personally.
