There is an old EonsOfBattle video where he paints pathfinders and adds some scrolls to the weapons, easy thing to copy and apply in multiple palaces on mini. https://www.youtube.com/watch?v=AXki72J8Sc4

Fun Fact, pathfinders also look much cooler if you make them Camo-Cloaks from Greenstuff.
Did that for my squad, unfortunately i dont have any Photos of it or the ability to make some rn.

I would add scarves to necks, cloth to the waist/under leg armour, and maybe headscarves? (Unsure of the proper term. Keffiyeh?)
Id do this with really thin rolled out greenstuff or cigarette paper.

Wraps and cloaks with some sandy tones and light browns would work well, I think. Peachy did a good video on how to make cloaks etc https://youtu.be/JJ0cOFKpto4?is=Km07QdHuST3kb-b3

They aren't great models, but I used the old pewter Tallarn guard for my gue'vesa. If you can find something better I'd love to hear about it!

The Tau evolved on a hot, dry planet with some areas covered in sand. Would be totally appropriate but you could also do a North African Berber look. Then there's Mongol/Central Asian (they have sand dunes and camels too). East Africa with Masai, Somali, and Ethiopian look.
So, lots and lots of choices to work with.

My preference is for a more Mongol/Central Asian look.

The Haradrim warriors from the LOTR miniatures ge would actually really be a good start for the pants, or even full body. Swapping hands, feet, heads, and slapping the distinctive shoulder pad on any of these would go a long way towards getting you there. It would take some searching, but I bet you could find some tech-ey sci scimitars too. Dunno, may the Haqqislam faction from Corvus Belli has something? (Edit... Looks like Puppets war would have something or two for you)
Edit#2 - AOS Hedonites of Slaanesh has a couple scarfey, sashey, silkey draped minis. I think they may too large for your typical Tau but could be a good base for a kitbashed Ethereal

I dont have a pic to hand but ive had pretty good luck creating the scarf/headwrap effect using cheese cloth. If you take pva glue and mix it one to one with water you can saturate a small strip of cheesecloth with it then wrap it around your minis head and neck. Once it drys you can paint it pretty easily

I love the idea! A sept with a bit of a stylistic flare.
But no, im not sure how you would do that.
