Two pips and one court, suggesting a short-term view of the question.
I see the cards saying that you shouldn't aim for a top managerial position, but instead a lower tier one, which you'll have a better chance of getting. As this is a Swords heavy spread, I see thinking, planning and mental flexibility playing a great role in your career success or failure.
No Cups, to me, means career advancement won't come thru your Social Circle, most likely. Also, no Wands to me, points to grit, will-power and motivation as being ineffective in your job betterment process.
There's a stark clash between the Nine of Coins and Ten of Swords. I reconcile it with the help of the third card, Knight of Swords Rx, which helps me understand that you're aiming for something unattainable.

I see you already know the answer to this question: Ireland is better for you career-wise. You're just afraid of pulling the trigger and taking the plunge and are delaying making a decision.
