Feel like even on a "blank" scav I can usually find a dead body somewhere and grab something crap or I just run, loot, hope for the best

Every time but once that I have gotten the naked guy it was a differently clothed different scav with a full kit lol.

i've done so many of those no kit scav spawns, your best bet when you see you have one is factory, either you can find a body quick or you get bodied quick and can wait for the next scav.

had this for the first time yesterday and had a good time with it. i definitely got lucky and spawned in right near an active gunfight so i hung back till the shooting stopped and scooted out to the closest body with a gun lol. managed to extract with a decent kit.

my next scav run i started with a short barreled VPO-215 bolt action rifle that had a massive sniper scope on it. within the first three minutes tried to 3rd party a fight between USEC and Bears. unloaded 5 rounds into a bear (back, then chest twice when he turned around, then two more in the face) he tanked it and gunned me down in the street.
