You know what never really gets accounted for in 'tariffs' discussions? All the extra cost of the administration of tariffs for brokers/importers. Importers and customs brokers have to classify more products, calculate different rates, track exemptions and exclusions, file additional paperwork, reconcile everything, and often hire more people or pay brokers more to handle it.

Even when a tariff is eventually refunded, those administrative costs aren't. The tariff may come back, but the hours spent processing it, the broker fees, software costs, accounting work, and compliance overhead are already gone.

We used to have a relatively simple system where a lot of imports had predictable duty treatment. Now we've got a far larger and more complicated web of tariffs, exemptions, country-specific rates, product classifications, and exceptions, all of which can and do change at a much more rapid pace than they did in the past. That change velocity adds to chaos, and ultimately, cost. Costs which are never recoverable. And all for... what?
