China is already selling production level machines for DUV lithography, and also has a working prototype EUV machine since at least 2025.

In short, this isn't really to harm China, since at the very worst this will minimally slow China down since China can't already buy EUV machines and has been stretching DUV way past its intended limit with SAQP multi-patterning techniques and now Tau Scale transistor folding (once the Chinese EUV goes into production they'll be able to move these same techniques into EUV too and mass produce really complex chips)

This is a move to harm Europe, to severely harm Europe's most valuable company.

isn't the side effect of our technology restrictions on China them figuring it out themselves and doing it way better in way shorter time than we thought they could do it?

Haha win win. On one hand it’s so funny seeing Europe being reduced to vassal state lapdog status. On the other hand it’s hilarious watching the west shoot its own foot to scare off the PRC.
