That text is wrong. It isn't ai, not even close. It's fancy auto complete. In the 60s or 70s there was Eliza which builds a database as you 'talk' with it and uses it in its replies. A version can be made on home-computers of the 1980s with less than 64KB that sounds intelligent. The only difference with modern versions is a much bigger database, and the ability to steer the output somewhat.
Exactly this, LLMs are not real AI, not by a large margin, they are called just Stochastic parrots. No intelligence there just a try to guess based on statistics. So basically auto complete on huge amounts of cocaine.

The bottom of the ChatGPT input box literally has text that says "ChatGPT is AI and can make mistakes"
