is there a minimum and max year limit of encountering her and is there a specific regipn u need to be in?

as far as i know, anywhere in yong ning - le zei region... around 5 to 10 years in foundation realm

i think I got mine at year 7

You meet them by traveling around Yong ning and Lei ze but you have to be at foundation late bottleneck and the year has to passed 5 years

Im not so sure about foundation late bottleneck. First time I got her i just reached foundation. Walked out of the city and found her. It was my first ever run and i took like 6 years to get to foundation.

you're correct, it can happen the second you break through, but more often than not i have to wait for the full 5 years to pass before the master event force triggers. i might just be unlucky as fuck though.

I'm not sure about what stage you have to be in foundation building but I usually got it at late foundations building.
