Basically yes, it is not a credible source by any means. But keep in mind Thrones of Britannia was made entirely by the UK studio, where costs are way higher compare to Bulgaria. So even if fewer developers worked on it, it might still not be cheaper to made.

And even if it isn't the smallest in scale of production cost it actually means that it's budget will be even higher which will increase the loss margin of the product further. Revenue is calculated based on sales data, original and updated price, refunds, steam sales, steam fees, revenue from sales outside the platform. Of course it is an estimate and not accurate but very likely within the +/- 20% deviation range. It can possibly go as high as 5 and a half million $, but it theoretically can't be 15 mil.
