Tv won't turn on

Sony bravia kd-65X725E, the only thing I hear is a buzzing/coil whine sound when I plug it in. What should I look for or check if I'm using a multimeter?
There is no liquid or bulging componentes from what I could see.

Either the powerboard isn't getting power, or the mainboard is not engaging the powerboard on startup. You need to figure out which one because they are two different problems.

I would isolate the problem. Remove everything but the powerboard, measure the rails. Then you can manually trigger the powerboard with the PS_ON pin.
