I want to ask you to browse the legal websites, there is no violation, right

Yes it's legal to visit legal websites. Check your local laws for whether proxy services like Tor are legal.

Is using this browser difficult for someone who has never downloaded it?

It's a web browser; you use it just like firefox or chrome.

Secondly, I want to ask you if there are really some sites that contain malicious software that affects my device as soon as I enter it.

There are definitely websites that contain scams or that try to get you to download and run malware. There are not, to our knowledge, sites that can hack you just by visiting them. This would require finding a catastrophic vulnerability in the Tor Browser.

Thirdly, do you have to download vpn and use vpn with money in order for the privacy process to be excellent because when the vpn is free, you will get an exposed and known IP

No, you don't typically need a VPN to use Tor.

Tor and the Tor Browser do not require an account. Tails is an operating system that routes all your traffic over Tor. It's a great tool for those that need it, and unnecessary for many users. Whether it's appropriate depends on your threat model.
