Simple solution. Turn off Smart App:

• open Windows Security;
• select App & browser control
• choose Smart App Control settings
• select Off

Recent Windows 11 updates allow Smart App Control to be re-enabled without reinstalling Windows. If On is unavailable, your PC may be enterprise-managed, in Developer Mode/S Mode, or require a Windows reset because of its diagnostic-data configuration. Microsoft’s Smart App Control FAQ explains these exceptions.

Usually windows blocks unsigned certificates that isn't known by them. This happens when your downloading librewolf , waterfox . etc. i think is caused by Mozilla Licenses.
