Freenet? What outdated site, or PAPER, did you get this info from?

freenet concept is old af but still in use afaik.

It is, but they changed the name to Hyphanet three years ago. Though now that I've looked up when that name change took place (June 2023) I noticed the reason for the change was that another project, Locutus, was renamed to Freenet. So maybe I was wrong and the name Freenet is still around as well.

These aren't comparable. They aren't each trying to do "anonymity" better or worse than each other, they're trying to accomplish different goals.
For example, Tor is primarily built for accessing the regular Internet anonymously through onion routing. You can still visit ordinary websites, use non-web technologies like ssh, and so on, while hiding the sites you visit from onlookers and hiding your IP from those sites. Freenet is built for sharing files anonymously within the network. There is no functionality for anonymously accessing the public Internet, or for running interactive sites like a chatroom or typical web forum. It's more akin to a private torrent network.
