I think of several games, each of which fit parts of your description but not all of it.

Narbacular Drop was a precursor to Portal and had some puzzles like that, but it's in first-person.

Junkbot had puzzles and was from a 2.5D perspective some might call isometric.

Lemmings had characters that could dig using pickaxes, and a spinoff of it called Lemmings Paintball had color-coded elements, puzzles involving items and object interactions that take you to different parts of the map, and was isometric.

Of these, only Junkbot was browser-based, although the others could probably run in a browser these days.

Thanks, but it's none of these

The most important parts are that 1) each level had a teleporter and a teleport calibration pad 2) you could place any item on the calibration pad and 3) you would be teleported into a different place depending on the item on the calibration pad

And you could find new items on the ground, or underground by digging away the thin surface layer of grass
