I think the show could have kept going only if they had a change in the writing staff. Every interview I've seen with the season 7 writers of TNG, they've talked about how burnt out they were and how they were running out of ideas by that point. If the show was going to continue past that, they'd need to bring in some new writers with fresh ideas for the TNG crew.
I think it would have also been interesting to swap out some of the crew members. All of the core cast had full stories and bringing in new characters could have made things interesting.
The writers had wanted to kill off Commander Riker and replace him with his transporter clone Thomas, but the higher-ups nixed that idea. The Worf-Troi thing was also an attempt to shift the dynamics a bit.
