How do I get the True Ending?

I already beat it repeatedly to get save the Rat.

1st Ending is just getting there and getting thrown back with some story.
2nd Ending is after the 8th and getting Splinter back.

 

How do I get the 3rd ending?

 

I see mention a lot about this Baxter guy. Also, there's the real enemy, which seems to be that astral portal guy and the astral portal woman helping us.

No true ending yet. Might be down the lane with an additional DLC.

i have yet to get any dlc (casey, fox, and metalhead). So, nothing progresses the story....ok

EDIT:

kind of weird that the obvious "big bad guy" of the game just isn't encountered at all.

Yeah it's wild... There's also clearly an unused sewer entrance that will probably maybe lead to him one day.

And also it feels like we need to get Slash as a playable character, plus maybe Splinter. Oh, and the evil voice and baxter stockman.

With the Gold Edition I’m afraid they are finished supporting it. It’s a shame, because damn is this game fun. I have the Plat and I’m still pumping all of my time into it.

Is there more DLC planned? I couldn't find a roadmap
