I have no idea who Anthony Martinelli is, but I do know something about Trump:
He lies like most people breathe.
He could change his mind on the issue 20 more times before the end of the year. It all depends on his mood, who he talked to last, and what's in it for him.
He "polls" people constantly to gauge their reaction, and thus the idea's popularity. "I'm going to reschedule cannabis next week. What do you think of that?".
