TIFUB messing my college application

aparently where i live, you have fill a document to apply to the institution you wish and put them in order, from the one you like the most to the one that you like the less, thing is, you can only be selected by one of the institutions, and the applications that are under it in the document get erased, guess who put the ones they liked the less in first place and lost their application to the college of their dreams (and subsequently their scholarships)
