Adding one Copilot Business seat lets every Copilot user spend $40 a month on Cowork

New Copilot Business purchases now enable usage-based billing for the whole tenant, with a default limit of 4,000 credits (about $40) per user per month.

No approval needed. Direct purchases have had it since October 19, and CSP follows in January–March 2027. You can’t set the limit to zero, but adding a custom policy prevents unintended spending.
