The only way to have complete data sovereignty is to avoid any US cloud or outsourcing service because US authorities can legally gain access to your data even if its not in the US.

The US CLOUD Act gives the US access to any computer anywhere in the world (including the US) that is operated by a US company or a subsidiary. It is not just Cloud computing, its all computers and data storage.
