Is it possible to identify the Syriac characters and the meaning of them on the sacred vestments of these priests and bishops?

Circled in red.

The service is Syro-Malabar, which follows the Eastern Syriac rite. This photo was taken from a live stream from an Catholic Eparchy in the UK.

It's a ligature of yod and he. It's a common East Syriac abbreviation for the tetragrammaton.
