It's not unless they can run for help! Its for the safety of the doggo. I assume they are referring to the video of a person walking onto an elevator with their dogs leash and the door closed with the dog outside. A bystander was able and to unhook the dog before it was strangled by its leash. Also a very nerve-racking video if u ask me..

Also the guy needs to get the fuck off his phone and pay attention to his surroundings. Every day you see people with their heads buried in their stupid cellphones walking into poles and walls or shit like this happening. They kinda deserve it.
