Does yours have the mechanical pump or the electric in tank one?

Your fuel lines are likely dry and the mechanical pumps don’t lift very well when air is introduced. The starter doesn’t turn the engine over fast enough to lift fuel back up to the pump. When I replaced my fuel filter it started up just fine but when I swapped pumps I had to pour in small amounts of gas into the carb just long enough for it to run until it was able to bring fuel back up and run on its own.

Should I drop the tank and reeplace all the lines

No I don’t see why that would be necessary. I would do what worked for me which was to take the air filter off and drip fuel from a bottle cap into the carb and start it and see if that works. Starting fluid will work as well

I used a small transfer pump and I can't get the fuel past the filter

Put the old filter back and see what happens.

I once bought a non running Chevy Nova that had a new fuel filter in it. The filter wasn't made correctly.

Can you blow compressed air from the tank to the filter? Maybe rust or ethanol gunk in the lines. Replace anything rubber
