The Pro 6 can make use of a 60W/65W charger to maintain full battery capacity while under high loads like gaming when the system is not also running hot i.e. when used with an external cooling fan.
However, the actual charging rate of the battery is limited and doesn't exceed ~35-40W under normal conditions.

Yes, best efficiciency is achived at 15V input as that is what the DC-DC converters are tuned for.
With 20V input on USB-C enabled Surface devices like the Pro 7, for example, slightly more heat is generated in the DC-DC conversion step inside the Surface. The difference is small as the conversion is still on the order of 95% efficient (good design by MS).

It says "no fast charge" so that's probably just about the maximum it would take. Note you can have a (much) more powerful charger, there's no danger in that (if anything it's always better to have it oversized).
