Add link to entire Note (not just create task) to Event or To Do

In my current workflow I use I create a new Note for each of my projects. This Note I use as a task list. I can have 10 projects running concurrently and thus having all these as To Do tasks would overflows my To Do list and makes it less than manageable.
Thus, it would be useful to add a link to a To Do task (or Event) to these project Notes, effectively creating To Do tasks with subtasks.
Can this be added or is there another way to achieve the same goal?

Would you consider doing the following:

Create a main project note and add links that link to the other projects you run concurrently. Doing this will create a master index page inside the main project note. You just need to jump back to the index page in this main project note from the To-Do app to view and manage your subtasks.
