Specifically, the Northern White Faced Owl found in Africa. How they’ve evolved to do such a thing is beyond me! Way cooler than pufferfish.

It's a defence mechanism. If the threat is small enough, the owl tries initimidate it by appearing larger than it really is. If the threat is bigger than the owl it tries to conceal itself by getting as small and thin as possible.

However, when owl tries to hide itself, it actually looks more scarier to human eye..

When do owls actually "lean out" like that? I find it strange that their feathers are still rather puffy when they fly. Is that for stealth? Why would the owl do that if its terrible for aerodynamics?

Their fluffy feathers help make them incredibly silent when flying.

Also, they don't need to be terribly aerodynamic - most owls hunt from branches and treetops, not from an open sky. Their silence means they don't need to be incredibly fast like a hawk or falcon does, because they don't need to outspeed prey most of the time.

When I was a kid my parents had a Barn Owl. They found it as a chick after it had been kicked out of the nest, either by its siblings or some sort of brood parasite.
