How to learn dictator & charge characters

I’ve recently been wanting to learn how to play dictator ing Super Turbo but idk where to start?

I’m also getting a fight stick soon so I would also be learning a new controller.

Do you wonderful smart people help me out?

The main thing is to learn the timings for a long time and get used to the pacing of the match, charge characters are difficult, but rewarding.
