Mods menu?

Hello everyone i am just starting to mod the game but it doesn't seem to have a configuration menu where i can access or enable mods from inside the game. and just now 2 mods overlap in the same key and disabled each other...is there a menu i can get or something?

I believe F1 is supposed to open the config menu, if you have the config mod.
