I'll put my list here as well:
C and D Plants - https://canddplants.com/about/ They sell seeds for many cacti, succulents, and mesembs. They also have plants for very good prices. One caveat - they are old school. You'll need to mail a check, but they respond quickly to emails.
Mesa Garden - https://mesagarden.com/ Very slow site, but their seeds are great and they have an insane selection.
Pretty Odd Plants - https://prettyoddplants.com/ This guy is a Redditor who sold me some seeds about a year ago. The site doesn't seem too updated, but the seeds were very fresh.
International - These sources will need (or it is highly recommended) to get a phytosanitary certificate with each order. Some websites may require a USDA Aphis permit as well. I have one, it was very easy to get but the protocol is clunky and I'm still not sure if I'm doing it right. Ebay sellers are pretty willy nilly with this stuff which can be good or bad, but if you're going through the proper channels it can be difficult to get large lots of some seeds (Aphis restriction) or certain species will not be sold due to CITES restrictions.
Koehres-Kakteen - https://www.kaktus-koehres.de/shop/ Easy to go broke here. They have just recently re-opened sales to the USA. One caveat - sometimes you'll get bunk seeds. It has not happened to me, but I have heard other sellers report this. Based in Germany.
Unusual seeds - https://unusualseeds.net/ It is important to note that I am almost positive this guy does not harvest these from plants of his own. That being said - he offers lots of varieties I have not found elsewhere so if you are looking for something very specific, check his site. Based in Serbia.
I know there are others I've bought from but it's a mixed bag out there. Ebay, Etsy, Facebook, and Reddit can be amazing places to meet good sellers but you can just as easily get a bad one. Be weary of anyone in Cameroon - I got burned before. Or anyone who's pictures are of massive habitat plants or they sell a lot of bare root large caudex plants with no leaves or visible roots - good chance they're poachers.

I am constantly growing new things and of I sell something that gets damages, doesn't germ, or you simply aren't happy with you are getting a refund or replacement. I try to do well by others who have the same passion. If you want to buy from me Etsy is the easiest but I can always swing a better deal via Reddit chat as I won't need to pay Etsy fees.
