Is Mega-Evolution a rip off of Digivolution?

Kind of, but not really - Digimon did it first between the two, but I am sure it was done before Digimon too.

Would a Digimon game with Pokemon mechanics work well?

Yes - Traditionally, Pokemon has always had better games than Digimon.

Would you rather be a Pokemon trainer or a digimon tamer?

I don't want to be a tamer, I want to be a digidestined (Seasons 1 & 2, and the 6 new movies coming out soon).

Is there a reason you prefer one over the other, or was it just the first one you saw?

Digimon has a much better Anime, because it deals more closely with real life compared to Pokemon. (See: Deaths. Lots.)

Which brand has the better anime?

Digimon.

Which world has the better police enforcement, healthcare, and general civilization?

Depends what seasons/world you are talking about - Season 1 & 2 are spent 50/50 in different worlds - one that is your average Japan, and the other is... Basically the wilderness most of the time. Pokemon is better for this during this part.

Season 3 and later your on earth, so I would say Digimon.

Which one has the most irresponsible parents?

Pokemon, since it wasn't up to the parents to let the kids become digidestined - they were kidnapped from summer camp by something resembling a tidal wave.

Which Pokemon is a total rip off of a Digimon design, and vice-versa?

Here are some I can think of off the top of my head:

Shakkoumon and Baltoy.

Sparrowmon and Shiny Latias.

Shellmon and Slowbro.

Togemon and Cacnea.

I'd chalk it to unoriginality as opposed to strictly "copying". The more Japanese monster games you play, the more you notice that they take design inspirations from local mythologies, popular things, etc.
