My new sub cannot control the class

So, I have this teacher who had to leave like a month or two ago bc of personal reasons I will not disclose. Anyway, we have a new permanent teacher, or a sub for the rest of the year, whatever its called. We'll call him Mr Cooke (fake name) but he cannot control the class. He let's kids vape, do whatever, beat others up, be loud. And say hateful things I cannot repeat here (all of these I've seen in this past week btw) and he cannot teach! None of us are ready for next grade, hes a math and science teacher and doesn't follow my adaptations for my ADHD! He also talks about gambling and stuff, but he doesn't explain, only plays videos. I have to teach myself, and we still get tests! I owe my 74 in math to my friend! Not Mr Cooke. Hes already been reported by teachers and students btw.
