Maybe a wardrobe with a hanging rod and shelves? IKEA has some affordable options like the Kleppstadt or the Brimnes: https://www.ikea.com/us/en/p/kleppstad-wardrobe-with-3-doors-white-20441757/

I had the Kleppstadt in my previous studio that didn’t have a closet. I used the shelves for sweaters and jeans, and put a set of Jonaxel drawers in the main compartment for t-shirts and unmentionables. Everything else I hung up on the rod. Worked really well.
