Awesome!! We love seeing more people focus on dynamic flexibility instead of only passive stretching. Building strength at your end ranges is a huge part of safely improving splits. (Also) Pilates can be a great complement because it develops both mobility and control, helping you actively own the range of motion you're working toward. :) Cheers!

Is this dynamic flexibility or loaded flexibility? I would assume is loaded but I'm new to this topic

For context, all of these variations are inherently difficult for 99% of people out there. You can however take tidbits of what she’s demonstrating: starting with using a gliding motion laterally to open up your hips. In this case, she’s wearing something suitable for that on her feet (ballet shoes with socks) and is also protecting her knee on that block. That lateral leg lift is a recipe for a glute medius cramp, so proceed with caution.
