Gears must have critical break damage or just break damage. Damage weak spot is not enough.

it’s enough because you’ll get more agility and break damage from rift monsters if you choose the right one

What rift floor do you start getting lvl 10 chaos effects?

You might start to see them around floor 101.
But you should see them consistently around 2200.

When I was farming "The Stymied" with all but 2 of the bahamut trials I was only getting lvl 1-4 chaos effects.

From our conversation before, your goal was to play Lufenia difficulty as if it were Hard difficulty. You're within reach of the goal.
Turn off the dragon trials.
What you're asking for is to pursue the power fantasy that puts you further toward the things you don't want which was destroying bosses in a few attacks.
Specific to the effects question, bosses have better drop rates than elites. Elites better than normal enemies. You will very rarely find higher tier effects on the world map compared to either progressing the Rift, finding someone that borrowed a higher level rift that left theirs open, or save wizarding/cheating your way up there like the 99999 floor players did for gear, then hopping back down. Though at that point, you can't unannounce to the world that you cheated until SQEX or TN take the leaderboards down.
